K-NET data format and station info.

The strong-motion data of KiK-net is written in K-NET format. But the format has minor differences from K-NET original format.
The explanation of the data format is described below.

This time includes the effect of delay time 15 seconds in the strong-motion recorder so,
the true start time is obtained by subtracting 15 seconds from the Record Time.

The strong-motion seismograph of KiK-net has 6-channel acceleration sensors.
Relationship of the channels and data file suffix are described below.

- (15th line)maximum acceleration
- This value is subtracted the avarage of whole data from original value.

- They are signed integer of 7 figures.
